I've been trying to repair a friends computer. It's been a trial and error process. Starting with the least expensive fixes. Fujitsu fi 7180 drivers.
My HP Pavilion 23-p330la All-in-One PC has a Pegatron AMPKB-CT (Azure) SSID: 103C-2AFC motherboard, which is too limited for my needs.QUESTION: is there a board with the same dimensions but more.
The original problem is that the system would not power up. The PSU fan would sometimes spin, but no other signs of life on the computer. None of the fans connected to the motherboard would spin. No sign of the hard drive spinning up.
Replaced PSU. Also bought a PSU tester. Both units were working.
Still nothing was working.
Replaced motherboard. All of the attachments are now working. However, there is no image on the computer monitor.
Reset BIOS. Same result.

I'm beginning to suspect that whatever took out the motherboard also took out the CPU.
Is there a cost effective way of testing a CPU?

The most cost effective way to test a CPU is to have another known-good MB you can place it into with known-good memory and peripherals.
Computer shops should be able to test this for you quite easily, some of the better ones might even allow you to do it under their oversight.

To answer the question title:
There is no real way to test a CPU, either it works or not.
Free cool edit pro 2.1. If - as in this case - the computer does not turn on after testing all other components then your CPU is gone, no need to test it.
Get a new one and make sure it uses the same socket as your motherboard.

The Pegatron AAHD2-HY (Holly) uses the AMD Socket FM1 CPU socket. Any compatible AMD CPU will have the same socket entry.

There are 1 PCIe x16 slots on this motherboard. This means it is perfectly capable of accommodating the latest graphics cards, although it is important to try and use a graphics card with the same graphics card interface of PCIe v2.x, as anything below will not reach the motherboard's potential, and anything above will have its performance slashed to the bandwidth maximum of the Pegatron AAHD2-HY (Holly)'s PCIe v2.x. While USB 3.0 slots are so far by no means necessary, and with a plethora of USB 2.0 peripherals to choose from, the USB functionality on this motherboard should be fine. If planning on building a new system, a motherboard with USB 3.0 is likely to have a longer life cycle, however.
